From the time when two years ago
consented to assume that office on the reorganization
of the Corps, you have been untiring in your devo
tion to its interests, and by the exercise of much
patience and tact you have brought the Corpsto a
most satisfactory position both as regards numbers
and efficiency.
Owing to your great exertions I think there
is every chance of the Corps becoming a permanent in-
stitution,
